Entitlement Processing is key to moving a project forward toward the vision of the Owner/Developer. Changes to jurisdictional constraints can be politically and emotionally charged, and can encumber a project beyond its ability to remain viable. It is important to get a clear understanding of a project’s acceptance and challenges, and to bring together the best resources for presentations to the community. Such efforts will provide clarity for the approval process, minimize issues that may prevent a project’s successful outcome, and identify the benefits that the project will provide to the community.
Jurisdictional Reviews. After a project is conceptually defined, the entitlement process may ensue. The jurisdiction’s influencers and decision makers should be introduced to a project with clearly defined benefits as early as possible, thereby ensuring the project’s smooth advancement as different departments and agencies begin their review and approval process. Hartigan Project Management will lead the team with a viable strategy, engaging the resources required to ensure the Owner/Developer’s vision is achieved.
Design Development. Hartigan Project Management will oversee and review the engagement of the architect and other design consultants. Alternate consultants may sometimes be recommended to better utilize resources and provide maximum value to the project. Hartigan PM will oversee and manage the production of all project documents that are required for the Owner/Developer’s design review and approval. We provide structure and a single point of contact for all entities to efficiently meet project milestones and schedule.
Utility Planning. Utility planning is a subtask of Design Development. In order to minimize delays which may occur later in the schedule, we manage the application, review, engineering and field scheduling of all utilities from the very early stages of a project.
Community Outreach. Project community outreach should be considered as a strategy to effectively communicate with the adjacent neighborhood and community groups who may ultimately become influencers to the jurisdictional decision makers.
Jurisdictional Presentations and Approvals. Effective project planning can often minimize the need for public presentations and approvals. When the best use of the project requires changes to the property’s use and restrictions, it sometimes becomes necessary to address the situation in the public setting. Hartigan Project Management has experience in both the preparation and presentation of the project to community influencers and jurisdictional decision makers.
